John Boehner: The President Is Raging Against a Budget Crisis He Created

Obama invented the 'sequester' in the summer of 2011 to avoid facing up to America's spending problem.

A week from now, a dramatic new federal policy is set to go into effect that threatens U.S. national security, thousands of jobs and more. In a bit of irony, President Obama stood Tuesday with first responders who could lose their jobs if the policy goes into effect. Most Americans are just hearing about this Washington creation for the first time: the sequester. What they might not realize from Mr. Obama's statements is that it is a product of the president's own failed leadership.

The sequester is a wave of deep spending cuts scheduled to hit on March 1. Unless Congress acts, $85 billion in across-the-board cuts will occur this year, with another $1.1 trillion coming over the next decade. There is nothing wrong with cutting spending that much?we should be cutting even more?but the sequester is an ugly and dangerous way to do it.

By law, the sequester focuses on the narrow portion of the budget that funds the operating accounts for federal agencies and departments, including the Department of Defense. Exempt is most entitlement spending?the large portion of the budget that is driving the nation's looming debt crisis. Should the sequester take effect, America's military budget would be slashed nearly half a trillion dollars over the next 10 years. Border security, law enforcement, aviation safety and many other programs would all have diminished resources.

F1: Sutil To Test For Force India In Barcelona

Adrian Sutil will get seat time in Barcelona...

Force India has formally confirmed that Adrian Sutil will test for the team in Barcelona this week as the debate over the second seat continues.

It will be the German?s first F1 mileage since his last race for the team at the end of 2011. He sat out last year but attended several races, spending most of his time in the Force India camp.

Paul Di Resta will drive on Tuesday and Wednesday before handing over to his former team mate. Jules Bianchi, who drove at the recent Jerez test, will be back in the car for the final day on Friday.

The team has indicated all winter that the choice would be between Sutil and Bianchi, the Ferrari prot?g? who had the third driver role last year.

Oil falls after ECB says eurozone economy weak

The price of crude oil fell Tuesday after the head of the European Central Bank described the economic outlook of the 17 countries that use the euro as weak in the near term.

Benchmark crude for March delivery was down 34 cents to $95.52 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. Nymex floor trading was closed Monday for the Presidents Day holiday. The contract fell $1.45 to finish at $95.86 a barrel on the Nymex on Friday.

European Central Bank President Mario Draghi told European lawmakers on Monday that the economic outlook for euro nations remained weak at the start of 2013 but the bank expects "a gradual recovery later this year." The ECB forecasts the region's economy will shrink 0.3 percent in 2013.

Political developments in two of the region's struggling economies have also heightened investor concerns. In Spain, charges of bribery have put pressure on Prime Minister Mariano Rajoy to resign. In Italy, polls favor Silvio Berlusconi in elections next week. Berlusconi, a former premier, has called for billions in tax rebates and amnesty for Italians who haven't paid them.

Brent crude, used to price many international varieties of oil, was down 19 cents to $117.47 a barrel on the ICE Futures exchange in London.

In other energy futures trading on the Nymex:

- Heating oil fell 0.2 cent to $3.20 a gallon.

- Wholesale gasoline rose 1.5 cents to $3.329 a gallon.

- Natural gas added 3.2 cents to $3.182 per 1,000 cubic feet.

Meerkats use subordinate animals as guinea pigs when approaching novel threats

Feb. 18, 2013 ? In their environment, wild animals are exposed to countless threats, be they predators, diseases or natural obstacles to get over, such as gorges or rivers. In the course of evolution, they have developed specific behavioural responses to allow them to deal with these risks. In recent times, numerous human-made threats have been added to the naturally-existing ones, such as dangerous roads to cross. On the evolutionary time scale, it is excluded that the animals have evolved a whole new repertoire of adaptive responses to these risks.

Simon Townsend is a behavioural biologist at the University of Zurich, and Nicolas Perony is a systems scientist at ETH Zurich. They teamed up to understand how animals cope with novel human-made threats by studying groups of wild meerkats, a species of socially-living mongooses.

The leader gives way when crossing the road

To this end, Townsend observed several meerkat groups in the Kalahari Desert. Through the reserve runs a rather heavily-frequented road, which effectively cut the animals' home range in half. On their way from one burrow to another, the meerkats are often forced to cross the road. Based on field observations, the researchers discovered that in most cases it was the highest-ranked animal -- the dominant female -- who led her group to the road. However, upon reaching the road she yielded to a lower-ranked individual, who took up the role of "guinea pig" to cross the road first.

Reorganisation at the front

From the observational data collected in the Kalahari, Nicolas Perony could develop a relatively simple computer model to simulate for the first time the behaviour of a meerkat group, in which there are distinct social roles. By constructing this model, the researchers were aiming to better understand what they had observed in the field. The model simulates a group of eight meerkats, one of which Perony assigned the role of leader.

In the simulations the eight agents encounter a virtual barrier, which has an effect similar to the road's. The scientists could then vary the height of the barrier -- the level of the risk it represents -- for each individual. The model clearly showed the reorganisation taking place at the front of the group. The ETH researcher thus concluded that the dominant female and the subordinate individuals have a markedly different appreciation of the danger presented by the road. This difference in risk perception may be enough to explain how the leading individual falls back to a less exposed position upon reaching the road, and leaves it to a subordinate individual to take the lead.

A 'test individual' to minimise the risk

The dominant female's highly risk-averse behaviour appears selfish. However, it makes a lot of sense for the long-term survival of the group and the closely-related individuals in it. Meerkats in fact minimise the threat to the whole group, even though it may imply for the "test individual" to lose its life: the survival of all the group members may depend from that of the alpha individual. Observations from other researchers indeed show that the predation of the dominant female can lead to the destabilisation of the whole group.

Perony and Townsend interpret the observed behaviour at the road as the adaptation of a phylogenetically-old behavioural response, transposed to the context of a danger hitherto unknown to them. The animals can thus apply innate behavioural mechanisms to a novel, human-made threat. It is however unclear whether the meerkats really perceive the traffic on the road as a risk. A road is above all an open area in the animals' environment, in which there is no shelter to flee from predators such as eagles or jackals, says Townsend. By nature, the animals tend to avoid open areas in dangerous situations. "In case of an imminent threat, meerkats use the cover provided by bushes and other elements of their environment," explains Perony. This study raises hopes that wild animals can adapt to a certain extent to the increasing perturbation of their natural environment.

Meerkats

Meerkats have long been studied at the Kalahari Meerkat Project, located within the Kuruman River Reserve (South Africa). Animals from the study groups are dye-marked to allow for individual identification. They are habituated to the presence of human observers. Meerkats live in groups of up to 40 members. Each group is dominated by a pair of alpha individuals, who are the only ones allowed to reproduce. The other individuals help the dominant pair to care for the young, which are often related to them. The meerkats' group structure is highly complex und has long fascinated behavioural scientists.

Police: 13 injured at South Africa platinum mine

Nine miners were injured Monday when a machete-wielding mob attacked union stewards and security guards opened fire with rubber bullets amid ongoing labor rivalry at an Anglo American Platinum mine, police said.

Competition for members between the longstanding National Union of Mineworkers and upstart Association of Mineworkers and Construction Union led to violence and wildcat strikes that killed more than 50 people and closed some mines for weeks last year. Police killed 34 striking miners at a Lonmin platinum mine, shocking the nation with their apartheid-era tactics.

On Monday, a mob of about 100 people attacked four NUM stewards at an Amplats mine near Rustenburg, said police Brig. Thulani Ngubane. Some miners accuse the NUM, which is allied with the governing African National Congress party, of becoming elitist, cozying up to business and putting those interests before that of mine workers.

When mine security guards attempted to intervene they were attacked, with four cut by machetes, Ngubane said. The guards then fired rubber bullets.

Ngubane said three of the 13 injured are in critical condition.

Amplats said the mine is validating union membership to establish which union has the most members at that and other mines.

Anglo American, the world's largest platinum producer, announced its first loss in more than a decade in an annual report earlier this month that outlined plans to shut down one mine and lay off 14,000 workers. The report blamed the strikes, in part, but said the company also wants to reduce a glut of platinum on the world market that is bringing down prices. South Africa is the world's largest platinum producer.

The government reacted with anger. The mining company currently is in negotiations with government officials and unions over its threatened retrenchment.

Pac-12 reprimands Montgomery for shoving player

BERKELEY, Calif. (AP) ? California coach Mike Montgomery was reprimanded by the Pac-12 on Monday for shoving one of his own players in the chest during a game.

The conference did not announce what specific punishment Montgomery received for his actions Sunday night, although he will not be suspended.

"While emotions can run high in competitive environments, Pac-12 coaches are expected to conduct themselves in a manner that will reflect credit on the institution and the conference," Commissioner Larry Scott said. "Each Pac-12 coach must be aware that they are an example to student-athletes and other students, and consistent with this influence and visibility, must meet a particularly high standard."

The confrontation happened during a timeout early in the second half of Cal's 76-68 win over Southern California on Sunday night when Montgomery yelled at star guard Allen Crabbe for nonchalant play and then shoved him in the chest with both hands.

Montgomery downplayed the run-in immediately after the game but later issued an apology through the school. On Monday, he acknowledged he went too far trying to get his star player out of a funk.

"I made a mistake," he said in an interview with Pac-12 Networks. "There's no question about that. Allen is so important to us. There's a lot of pressure on Allen. He's got to perform for us. People are holding him, they're pushing for him, they're physical with him. It's very difficult for him. He, like everybody else, I'm sure he gets tired of that.

"Sometimes he tends to take himself out a little bit. Yet for us, he's our leader. We can't play if Allen is not engaged. To his credit, he generally has been but in this particular game I thought he was a little bit out of it."

Crabbe had to be forcibly restrained by teammates and briefly left the court before coming back and leading a comeback victory for the Golden Bears (16-9, 8-5 Pac-12).

Athletic Director Sandy Barbour said in a statement late Sunday night that she understood the game was emotional but Montgomery's actions were inappropriate.

"It is unacceptable for our coaches to have physical contact with student-athletes regardless of the circumstances," she said. "The second-half incident was certainly out of character for Mike Montgomery, and I am confident that something like this will not happen again."

Montgomery tried to make light of the controversy in the postgame news conference, smiling and saying the move motivated Crabbe. He also said he would do it again.

"Worked, didn't it?" Montgomery said of the exchange with Crabbe. "Allen had come down twice went to the wrong side of the court and his guy shot two 3s. I was trying to get him going. Probably overdid it a little bit but Allen's my guy. We can't win if he is not ready to play."

Crabbe, the leading scorer in the Pac-12 with an average of 19.8 points, scored 14 points after the shove and led the Bears back from a 15-point deficit to win.

Montgomery later apologized in a statement released by the school.

"I have great passion for this game and tonight, I let my emotions get away from me in the heat of the moment," Montgomery said. "While my intent was to motivate our student-athletes, my behavior was inappropriate and I apologize for my actions."

Crabbe said after the game that emotions were high at the time and Montgomery was just trying to motivate him.

"Everything's fine," Crabbe said. "It's under the bridge. He's my coach, no hard feelings. We're just going to keep moving on."

Shifting sands: Force is the key to granular state-shifting

Feb. 15, 2013 ? Ever wonder why sand can both run through an hourglass like a liquid and be solid enough to support buildings? It's because granular materials -- like sand or dirt -- can change their behavior, or state. Researchers from North Carolina State University have found that the forces individual grains exert on one another are what most affect that transition.

Physicists have explored the changing behavior of granular materials by comparing it to what happens in thermodynamic systems. In a thermodynamic system, you can change the state of a material -- like water -- from a liquid to a gas by adding energy (heat) to the system. One of the most fundamental and important observations about temperature, however, is that it has the ability to equilibrate: a hot cup of tea eventually cools to match the temperature of the room.

Physicists thought they could use thermodynamics' underlying ideas to explain the changes in granular materials, but didn't know whether granular materials had properties which might equilibrate in a similar way. In other words, instead of temperature being the change agent in a granular system, it might be a property related to the amount of free space, or the forces on the particles. But no one had really tested which of the two might exhibit this property of equilibration.

NC State physicist Karen Daniels and former graduate student James Puckett devised a way to do just that. Puckett used two different types of plastic "granules" with different properties that floated atop a layer of air on a small table. Puckett and Daniels wanted to see what would bring the two types of particles into equilibrium with one another. In order to make their measurements, they used a plastic material that indicated a change in force by a change in brightness.

First, they measured compactivity, which describes the number of ways particles can arrange themselves inside a given space, or volume, by reducing the physical space around the granules, but the two types of particles failed to achieve equilibrium. When they measured the ways that the forces between the particles could rearrange, they saw the equilibrium they were looking for.

Their findings appear in Physical Review Letters.

"Physicists often have ideas that are theoretically elegant, such as the idea that there might be new temperature-like variables to be discovered, and then it's exciting to go into the lab and see how well these ideas work in practice," says Daniels. "In this case, we found it is possible to take the temperature of a granular system and find out more about what makes it change its state. The 'thermometer' for this temperature is actually the particles themselves."

Florida Baseball Evens Things Up with Duke

After he had just notched his first career win in his first career appearance, freshman Parker Danciu felt the need to introduce himself formally as he walked up to the media contingent awaiting him on Saturday.

?Hi, I?m Parker Danciu,? he said with a smile.

Less than an hour earlier, Danciu had wrapped up his official introduction to the Gator Nation, as Danciu tossed 3.2 scoreless innings in helping the Gators put away the Duke Blue Devils for UF?s first victory of the season.

?We got off to a good start today,? coach Kevin O?Sullivan said after his team?s victory.

?Overall, it was our first win and we certainly have a lot of things to work on, but I was awfully pleased with our pitching. We had two freshmen go out there for 7.2 innings and gave up two runs on four hits, so it?s good to get those guys out there.?

The other freshman O?Sullivan was speaking of was 6?6 right-hander Tucker Simpson, who pitched well in his first career start. The Alabama-native pitched three hitless innings before running into a bit of trouble in the fourth.

After giving up a Mike Rosenfeld single to start the inning, Simpson promptly gave up a two-run home run to Chris Marconcini. With Duke?s deficit cut to one run, O?Sullivan turned to Danciu, who gave up only two hits against 14 batters.

After a stagnant opener, the Gators? collective bats were a little livelier on Saturday, sparked by Casey Turgeon?s three-run homer in the first inning. Turgeon?s screaming shot kicked off the fair side of the right field foul pole, bringing a dose of confidence to UF?s batting order as well as their freshman pitchers.

?Casey [Turgeon] put a really good swing on the ball and the ball stayed straight,? O?Sullivan said. ?From our angle, it looked like it wanted to take a right turn, but it stayed straight luckily for us. He?s hitting third for a reason and those first two guys got on base and did a nice job. ?

?The pitcher was trying to throw strikes, and I went up with one thing on my mind: look for that pitch down the middle,? Turgeon said. ?He gave it to me, and I put a good swing on it. Coming out here and scoring a run in the first inning pumped our team up and got us going for the rest of the game.?

The Gators would score again in the sixth inning when a Cody Dent sacrifice fly to deep left allowed Taylor Gushue to score from third.

With the Gators up by two runs late in the eighth inning, O?Sullivan called in sophomore closer Johnny Magliozzi who quickly dispatched of Reed Anthes, before retiring the side in the ninth. It was Magliozzi?s first career save.

?I thought Johnny Magliozzi threw about as well as he has thrown since he?s been here,? O?Sullivan said.

With the series all squared, the Gators will throw out Justin Shafer on Sunday in hopes of taking the series. The gators received an added bonus with Danciu?s performance as they go into the series finale with an abundance of fresh arms.

?Shafer?s starting (on Sunday) ? I feel really good about the way he?s been throwing the ball,? O?Sullivan said.

?We also got those three freshman ? Vinson, Carmichael and Handhold who haven?t thrown yet, so I feel good about what we have left on the mound.?

The Gators will host Duke for the series finale at 12 p.m. Sunday at McKethan Stadium.

(AP) ? Epic Records is going to "great efforts" to take down a new Future remix leaked over the weekend with a vulgar Lil Wayne lyric that has offended the family of Emmett Till.

The New Orleans rapper made a sexual reference to the beating death of Till, a 14-year-old Chicago boy tortured and shot in Mississippi in 1955 for whistling at a white woman. Till's family objected and the Rev. Jesse Jackson reached out to his management, The Blueprint Group, on the family's behalf.

The label issued a statement Wednesday night apologizing for the release of the song.

"We regret the unauthorized remix version of Future's 'Karate Chop,' which was leaked online and contained hurtful lyrics," the statement said. "Out of respect for the legacy of Emmett Till and his family and the support of the Reverend Jesse L. Jackson, Sr. ... we are going through great efforts to take down the unauthorized version."

Epic will release an official version of the song that "will not include such references."

Neither Jackson nor members of Till's family could be reached late Wednesday. A publicist says Lil Wayne has had no comment so far.

He appears briefly on the song, alluding to the black teenager's beating in a way too vulgar to print.

Till, a native of Chicago, was in Mississippi visiting family in 1955 when he was killed. He was beaten, had his eyes gouged out and was shot in the head before his assailants tied a cotton gin fan to his body with barbed wire and tossed his body into the Tallahatchie River. Two white men, including the woman's husband, were acquitted of the killing by an all-white jury.

Till's body was recovered and returned to Chicago where his mother, Mamie Till, insisted on having an open casket at his funeral. The pictures of his battered body helped push civil rights into the cultural conversation in the U.S.

Bob Dylan wrote a song about it: "The Death of Emmett Till."

A Facebook posting on the Mamie Till Mobley Memorial Foundation page Wednesday night said Epic Records Chairman and CEO LA Reid had reached out to the family to personally apologize.

    Speech magnified limits, not power

    At the emotional climax of President Barack Obama?s State of the Union speech on Tuesday, victims of gun violence and relatives of those killed or maimed by shootings stood up in the packed House of Representatives chamber. Obama's voice rose and he passionately pressed Congress?to vote.

    Not to vote for his proposed gun regulations. Just to vote on them.

    Few moments in the 61-minute speech better illustrate the constraints Obama faces at the dawn of his second term, despite his convincing re-election victory and increased number of Democrats in Congress. Republicans control the House of Representatives and can block legislation in the Senate; the nation?s finances are in the red; and vulnerable Democrats up for re-election in 2014 aren?t eager to tack left on guns, climate change or many other goals Obama is championing.

    Obama announced no major stimulus?just a $50 billion infrastructure proposal that has stalled in Congress since Obama first proposed it two years ago. There was no major national mission on the order of landing a man on the Moon.

    On the economy, the No. 1 issue on voters? minds, Obama kept things modest, too. He again rejected the Republican drive for austerity (?we can?t just cut our way to prosperity?) and pledged to push for fresh tax hikes on the wealthy (?broad-based economic growth requires a balanced approach to deficit reduction, with spending cuts and revenue?) much as he had throughout the 2012 campaign.

    On guns, Obama said ?this time is different,? insisting the shootings of schoolchildren in Newtown, Conn., had swung public opinion toward greater regulation. He reiterated his list of ?common-sense? prescriptions: tougher background checks to keep weapons out of the hands of criminals and a renewed ban on assault weapons.

    But Obama stopped short of pressing Congress to approve those measures.

    ?Each of these proposals deserves a vote in Congress,? he said. ?Now, if you want to vote no, that?s your choice. But these proposals deserve a vote.?

    The approach may reflect shrewd political calculation. Mindful of the power of the National Rifle Association, White House officials see a possible Senate filibuster, or the refusal of the GOP-led House to even call an up-or-down vote, among the greatest obstacles to meaningful action.

    If the gun violence package survives a deadly procedural obstacle course to reach an up-or-down vote, public opinion could make the difference. And red-state Democrats facing re-election in 2014 probably appreciate the softer sell.

    But diminished expectations weighed the president down on other fronts as well.

    On climate change, Obama seemed to threaten that if Congress won?t act to save the planet, he?ll get advice from his Cabinet.

    ?I will direct my Cabinet to come up with executive actions we can take, now and in the future, to reduce pollution, prepare our communities for the consequences of climate change and speed the transition to more sustainable sources of energy,? he said to mostly Democratic applause.

    It's quite a recalibration for a president who once called his own political rise ?the moment when the rise of the oceans began to slow and our planet began to heal."

    Obama pressed Congress to adopt a ?market-based solution? to reduce the carbon emissions blamed for global warming. That could be a carbon pricing system, or a cap-and-trade regime, neither of which have particularly sunny prospects on Capitol Hill. He also urged new investments in clean energy and a national campaign to cut waste of power.

    Environmental activists in Washington had hoped the president would sketch out something more robust. He could have announced that he was pressing ahead with clean-energy programs at the Department of Defense or tightening environmental measures at federal workplaces or even marshaling some of his power under existing federal law.

    Here?s Natural Resources Defense Council President Frances Beinecke, making that point in a statement that suggested hope tinged with frustration over Obama's words.

    ?The president has a full box of tools to strike back at climate chaos. The best tool he has is the Clean Air Act. It gives him the authority to reduce the carbon pollution from our dirtiest power plants, the single greatest threat to our climate future,? Beinecke said. ?That will take presidential leadership. Americans are counting on it?and that?s what the president delivered tonight.?

    Delivered?

    Obama pressed Congress to find a way to avoid the so-called sequester, damaging across-the-board cuts to social spending and the Defense Department. But he also acknowledged the deficit as one of the major constraints on his agenda for the next four years.

    ?Nothing I?m proposing tonight should increase our deficit by a single dime,? he said. ?It is not a bigger government we need, but a smarter government that sets priorities and invests in broad-based growth.? (Republicans pounced on that remark, noting the ?should? not ?will,? and highlighted the swelling national debt, now over $16 trillion.)

    Liberals loved Obama's call to raise the minimum wage, a step Republicans oppose. And the president's pledge to deepen trade ties with Europe, expand early childhood education and promote manufacturing growth aren?t likely to be become political flash points?or provide much of a short-term shot in the arm to the sputtering recovery.

    Immigration reform was one area where Obama did not temper expectations. Republicans, shell-shocked by their poor showing with Latino voters in November, seem eager to find a deal.

    ?The time has come to pass comprehensive immigration reform,? the president said. ?Now is the time to do it. Now is the time to get it done. Now is the time to get it done.?

    He unapologetically pushed to create ?a responsible pathway to earned citizenship? and emphasized ?we know what needs to be done.?

    ?Send me a comprehensive immigration reform bill in the next few months, and I will sign it right away. And America will be better for it,? the president said.

    Immigration? Clean energy? Education? All were parts of Bush?s first second-term State of the Union?and all were eclipsed by his failed call for the partial privatization of Social Security.

    As for Republicans, Florida Sen. Marco Rubio?s response amounted to putting old wine in new bottles?or in his case, new water. (Sorry.)

    In a speech notable for how much Rubio repeatedly cited his own modest upbringing to blunt charges that the GOP favors the rich, his most telling comment was his charge that Obama considers capitalism ?the cause of our problems.? (If that?s true, the president must be staggeringly incompetent, having overseen record corporate profits and a soaring stock market.)

    That charge amounted to relitigating Mitt Romney?s failed case against Obama to the voters last year. The specifics of the speech, though, hinted at areas of possible compromise.

    On immigration, Rubio did not use the word ?citizenship,? referring instead to the need for ?a responsible, permanent solution to the problem of those who are here illegally.?

    ?But first, we must follow through on the broken promises of the past to secure our borders and enforce our laws,? he said. That?s not a clear ?no.? It?s more like an ordering of priorities.

    Rubio seemed to signal compromise on education reform after Obama called for extending high-quality preschool nationally, overhauling technical education and improving access to college, notably by reining in runaway costs. Rubio agreed that college costs must come down and vocational education opportunities must expand, and he added traditional Republican goals like giving parents more school choice.

    On guns, though, Rubio took a tougher line. ?We must effectively deal with the rise of violence in our country,? he said. ?But unconstitutionally undermining the Second Amendment rights of law-abiding Americans is not the way to do it.?

    Maybe Congress will vote on that?

    Community College program seeks to train future life sciences employees

    Classes for the St. Louis Community College program will be held at the the Bio-Research and Development Growth Park.

    St. Louis Community College is accepting applications for a 16-week crash course in all things life sciences, created as a workforce retraining program through the $12 million Training for Tomorrow initiative.

    Classes for the Bridge to STEM-Life Science program begin March 18 and there is room for about 20 students, said Stacy Edwards, senior project coordinator for the school's Workforce Solution Group.

    The classes will be taught in the Bio-Research & Development Growth (BRDG) Park, 1005 N. Warson Road, and will include instruction in science, math and computer courses as well as hands-on lab experience. This is the third time the program is being offered, Edwards said. The first two classes awarded certificates to a total of 16 students.

    Edwards said the program has an accelerated curriculum and is meant to give people the skills they need to start as lab assistants or fill other entry-level jobs in the life sciences while continuing their education, such as the Biotechnology associates degree program offered by St. Louis Community College.

    The cost of the program will be covered by grant funding for those who qualify, Edwards said. More information about the program is available here.

    Americans still spending big on their pets

    NEW YORK - It is almost time for Alvin's massage. After a rubdown, he is off for a personal grooming session, to make sure he looks his best. Alvin is from Thailand originally but recently has been hanging out in California, and this weekend is jetting off to a hotel in New York City.

    Alvin is a beagle.

    Not just any beagle. Alvin is a champion of his breed, the recipient of three Best in Show ribbons at dog shows around the United States. His handler hopes he will compete for the overall crown at New York City's famed Westminster Kennel Club Dog Show, starting this Monday. But being a champion doesn't come cheap.

    "I've heard of some owners taking out second mortgages or going bankrupt because of their dog," says Lindsay Bryson, Alvin's handler, who says expenses for a typical show dog run between $2,000 and $4,000 a month. "Most show dog owners know their financial limits -- but some don't."

    It's not just the Westminster best-of-breeds that cost Americans serious money. Indeed, not even the brutal economy of the past few years could reverse people's spending on Fluffy and Fido. Total pet industry expenditures are now estimated at almost $53 billion annually, according to the American Pet Products Association (APPA). The figure has risen every year right through the Great Recession.

    That kind of robust spending -- not just on dogs but also on a menagerie of pets from cats to iguanas to parakeets -- is up from $41.2 billion just five years ago, making for an almost 30 percent increase over that time frame. From gourmet food to designer wear, from pet insurance to organic treats, Americans always seem able to make room in the family budget.

    "American pet owners continue to spend on their animals," says Howard Telford, a pet care analyst for research firm Euromonitor International. "Long-term, I am encouraged by increasing consumer confidence, and feel that pets -- treated as members of the family -- will be leading beneficiaries of increased consumer spending."

    Treated like kings and queens
    These days you can find Martha Stewart-brand dog beds ($49.99 for the "Bonequilt Snuggler" model at PetSmart.com) or BK Atelier's luxury poop-bag holder ($39.99 at bitchnewyork.com). Forget tasteless dry kibble; now it's all about repasts of free-range chicken and organic quinoa, like the dehydrated meals prepared for dogs by San Diego-based The Honest Kitchen ($69.99 for a 10-pound box of the company's "Verve" mix).

    When it comes to show dogs, like the ones strutting their stuff for the Westminster show, the pampering can be taken to a whole new level. Bryson, Alvin's handler, has seen owners pay up for everything from pet psychics to dog chiropractors to luxury motor homes that allow the furry little kings and queens to travel between shows in style.

    But even the mutt down the street can run up some serious bills. According to the APPA's 2011-2012 National Pet Owners Survey, dog owners spent an average of $407 a year on surgical visits, $248 on routine checkups, $274 on kennel boarding and $254 on food. And that is before other costs like vitamins ($95), travel expenses ($78) and toys ($43).

    Add it all up, and according to a separate survey by the American Kennel Club, dog owners reported spending around $2,500 annually on our four-legged friends. In many cases, this is more than many dog-owning families signed up for. Only 3 percent of respondents said dog ownership was costing them less than anticipated; 29 percent said it was costing them more.

    That is affecting a lot of families. More than 46 million American households own a dog -- more than any other animal, besting cats by about 7.4 million households.

    Paying for your pet's health
    The largest portion of a pet owner's budget is simply keeping the animals in good health. Total up those APPA figures about surgeries and vet visits, and the average dog owner reported spending $655 a year on health care, up by almost half from a decade prior. And according to one survey by the Veterinary Pet Insurance Co, 70 percent of pet owners said they would spend "any amount" to save their pet's life.

    Wall Street has been taking note. Pharmaceutical giant Pfizer's recent spinoff of its animal-care division, Zoetis, was an unqualified success. Its shares, originally priced at $26, leapt 20 percent in their first day. That made for the biggest IPO since Facebook. The company's products include an array of pet and farm animal vaccines, anti-infectives and other medicines, like Revolution, a flea and heartworm-battling potion for cats and dogs.

    "Healthcare has been one of the most successful and dynamic areas of pet care in the U.S.," says Euromonitor's Telford. "Sales of health care products for pets increased by 14 percent between 2009 and 2012, and I expect continued growth. It is not unreasonable to think that the likes of Sanofi or Merck could follow suit in spinning off their animal health businesses."

    Other trends that Telford notes: "Premiumisation," with luxury food and treats consistently ramping up sales despite the sluggish overall economy. Telford says sales of high-end cat and dog food grew by 4 percent a year from 2007 to 2012, outpacing lower-end brands.

    In addition to pet food, observers also note increased spending on pet insurance, to cope with the punishing cost of veterinary procedures. Payments for pet-policy premiums grew by an estimated 10 percent in 2012, to over $400 million a year.

    The burgeoning business in pet care doesn't surprise Bryson, who is busy prepping 4-year-old Alvin for his big moment. If all goes well, Alvin will win his group on Monday, and then battle other breeds for Best in Show honors on Tuesday in the heart of Madison Square Garden.

    "People who love dogs will make huge financial sacrifices for them," says Bryson, whose first Best in Show victory as a handler turned her into a blubbering mess of tears. "Real dog lovers will put high-quality food in their dog's dish before they put it on their own table."

    (AP) ? Writer Geoff Johns has taken DC Entertainment's Green Lantern and its associated characters through brightest day and blackest night, but after nine years of scripting tales about the galactic police force whose rings are powered by will, he's leaving the series in May with issue No. 20 to focus on the Justice League and its related titles.

    In doing so, Johns is stepping away from the characters that he first tackled in the pages of "Rebirth," a six-issue miniseries drawn by Ethan Van Sciver in 2004-2005, that brought characters such as Hal Jordan, Guy Gardner, Kyle Raner and John Stewart back to the forefront while revisiting the six-decade history of the Green Lantern Corps.

    "I'm really proud of all the stuff we've built with Green Lantern ? from Larfleeze to the different corps," Johns told The Associated Press about his decision. "The universe has expanded and will live well past my run. It was more than just telling another story, but really giving back to the character by expanding and adding to their mythology."

    Now, after nine years of writing about Green Lantern, as well as the assorted heroes and villains, along with helping retool their origins for DC's 2011 revamp dubbed "The New 52," Johns said he'd reached a point in the current story to step away and let someone else take over the writing.

    "I was getting to an end point and a story line that made sense for me. I felt like it was time to close my run and focus all my energies on the Justice League corner of the DC Universe," he said, noting that his stories were collaborative efforts with artists and editors like Ivan Reis, Joe Prado, Van Sciver and Peter Tomasi.

    "It was a very, very hard decision. I absolutely love these characters but I felt like I had a story line that really made sense and felt emotionally satisfying and felt very big and very epic."

    He's taking some characters from Green Lantern with him, too, including Simon Baz, a Muslim-American Green Lantern that Johns created.

    Johns, who is DC's chief creative officer, was guarded in discussing his plans for the publisher's Justice League books, but said the time was right for him to make them his primary focus. He'll be working with writer Jeff Lemire and continue to write "Aquaman," too.

    The Green Lantern titles will continue, too, and Johns promised a "monster of an issue" for "Green Lantern" No. 20 which is illustrated by artist Doug Mahnke.

    "It really, for me, ties everything else and ends the Green Lantern saga," Johns said of the 64-page issue. "This story ? the way the story evolves ? I think people will get a sense of finality from it."

    Northeast digs out from blizzard; new storm brews in Plains

    CAMBRIDGE, Mass./NEW YORK (Reuters) - The U.S. Northeast started digging out on Sunday after a blizzard dumped up to 40 inches (1 meter) of snow with hurricane force winds, killing at least nine people and leaving hundreds of thousands without power.

    New York City trucks plowed through residential streets, piling snow even higher at the edges and leaving thousands of motorists to dig their buried vehicles out from mountains of snow.

    "I give up," Giovanni Marchenna, 52, of Manhattan said with a laugh.

    "Looks like I'll be taking the subway to work until the snow melts," he added, noting he spent more than an hour shovelling snow.

    On Monday, additional severe weather may bring more misery, with freezing rain and more snow predicted that would make the trip home for evening commuters even more difficult.

    "It will make it a little more hazardous and a little more slick on the roads," said Kenneth James, a National Weather Service meteorologist based in Maryland.

    In Boston, Mayor Tom Menino cancelled school on Monday after touring neighbourhoods throughout the city, where 2 feet of snow fell.

    "Our No. 1 priority today is getting to the side streets," he said, saying it was the fifth-deepest snowfall ever in the city.

    Utility companies reported that some 350,000 customers were still without electricity across nine states after the wet, heavy snow brought down tree branches and power lines. About 700,000 homes and businesses were without power at one point on Saturday.

    Air traffic began to return to normal on Sunday after some 5,800 flights were cancelled on Friday and Saturday, according to Flightaware, a flight-tracking service.

    Bradley International Airport in Windsor Locks, Connecticut, and New York state's Long Island MacArthur Airport reopened on Sunday morning. Both had been closed on Saturday.

    Boston's Logan International Airport reopened late on Saturday, according to the Federal Aviation Administration.

    Rare travel bans in Connecticut and Massachusetts were lifted but roads throughout the region remained treacherous, according to state transportation departments.

    Cambridge, Massachusetts, residents were digging out their cars and driveways under clear blue skies on Sunday afternoon.

    Charles Damico, a retired electrical engineer who was clearing his driveway with a snowblower, said the snow was "nothing" compared to the amount he remembers falling during the blizzard of 1978 that dumped between 2 and 4 feet (60 and 122 cm) of snow on the region.

    "I didn't have a snowblower at that time, so everything was done by hand," he said. "This is nothing compared to it."

    As the region recovered, another large winter storm building across the Northern Plains was expected to leave a foot (30 cm)of snow and bring high winds from Colorado to central Minnesota into Monday, the National Weather Service said.

    FRESH STORM BREWING

    South Dakota was expected to be hardest hit, with winds reaching 50 miles per hour (80 kph), creating white-out conditions. The storm was expected to reach parts of Nebraska, North Dakota, Wyoming and Wisconsin.

    South Dakota officials closed a 150-mile (240-km) stretch of Interstate 90 in the centre of the state. They also closed 75 miles (120 km) of Interstate 29 in the state's north-eastern corner near North Dakota.

    Officials said motels and other facilities along Interstate 90 were filling up with travellers trying to avoid the heavy drifting and near-zero visibility.

    "Travel will be difficult to impossible at times on other highways in many areas of South Dakota," state transportation officials said in a statement.

    Friday and Saturday's mammoth storm stretched from the Great Lakes to the Atlantic and covered several spots in the Northeast with more than 3 feet (91 cm) of snow. Connecticut, Rhode Island and Massachusetts took the brunt of the blizzard.

    The Connecticut town of Hamden had 40 inches (101 cm) and nearby Milford 38 inches (96.5 cm), the National Weather Service said.

    New York Governor Andrew Cuomo said on Sunday that 675 pieces of equipment and 975 personnel had been dispatched to help Suffolk County, making up the eastern half of Long Island, dig out of 3 feet of snow.

    "Suffolk County has not seen a winter storm like Nemo in years, and the massive amount of snow left behind effectively shut down the entire region," Cuomo said in a statement, referring to the Weather Channel's name for the storm.

    SOME TRANSIT STILL SUSPENDED

    Amtrak said it planned to run a limited service between New York and Boston on Sunday and a regular Sunday schedule from New York to the state capital in Albany.

    The Massachusetts Bay Transportation Authority said it planned to resume limited service on Sunday afternoon.

    The Rhode Island Public Transit Authority and Connecticut Transit said service would remain suspended on Sunday.

    Stratford, Connecticut, Mayor John Harkins told WTNH television on Saturday that snow had fallen at a rate of 6 inches (15 cm) an hour and even plows were getting stuck.

    The storm dropped 31.9 inches (81 cm) of snow on Portland, Maine, breaking a 1979 record, the weather service said. Winds gusted to 83 miles per hour (134 kph) at Cuttyhunk, New York, and brought down trees across the region.

    The storm contributed to at least five deaths in Connecticut and two each in New York state and Boston, authorities said. A motorist in New Hampshire also died when he went off a road but authorities said his health may have been a factor in the crash.

    The two deaths in Boston were separate incidents of carbon monoxide poisoning in cars, an 11-year-old boy and a man in his early 20s. The boy had climbed into the family car to keep warm while his father cleared snow. The engine was running but the exhaust was blocked, said authorities.

    There were also road rescues along the Long Island Expressway from Friday night to Saturday morning, some using snowmobiles. A baby girl was delivered early on Saturday by emergency services personnel in Worcester, Massachusetts.
